OUR PURPOSE

Okanogan County Community Coalition’s goal for the Community-Law Enforcement Partnership (CLEP) project is to reduce crime, increase knowledge of law enforcement duties, bridge gaps between community groups, increase cultural humility, and increase youth leadership by building relationships between the community and local law enforcement agencies in Okanogan County.

How did this grant come about?

Created by the Washington State Department of Commerce (RFP No. S22-31456) as a result of Senate Bill 5353 passed during the 67th Legislative Session in 2021. SB 5353 relates to creating a partnership model that facilitates community engagement with law enforcement. The grant is up for renewal in 2023 during the 68th Legislative Session under SB 5561. If passed, the grant expiration date will be extended from June 30, 2023 to January 1, 2029.

Partners

Current partners include Omak Police Department, Colville Tribal Police Department, Washington State Patrol, and City of Omak.

OUTCOMES MEASUREMENT

Utilizing a public survey, increase the number of people reporting they believe law enforcement engagement with the community is positive by 10% by June 30, 2023.

Activities

  • Community Walks: A way for city leadership and stakeholders to point out specific areas in need of attention, identify a community improvement project based on findings, and then use designated coalition funds to implement the project. (i.e. paint over graffiti, add additional public lighting, repair a storefront, etc.)

  • “Coffee with the Chief” and “Soda with the Sheriff”: A way for law enforcement personnel to have discussions and positively interact with people in the community in an informal setting.

  • Media Messaging Campaigns: Radio ads, billboards, doorknob hangers, comment cards, email blasts, media releases, and presentations.

  • Presentations and/or Trainings: In-person or virtual trainings open to the public that provide education on preventing crime, policies and procedures, legislative interpretation, civics, etc.

  • Alcohol and Cannabis Compliance Checks: A way to collaborate with law enforcement in promoting positive reinforcement for local alcohol and cannabis retailers who do not sell their products to minors.

  • Emphasis Patrols: A way for law enforcement to further deter crime and to engage with the community. Emphasis patrols have typically been youth focused with law enforcement going to parks, attending games and events, etc.

  • Citizen Academy: An in-person and virtual event consisting of multiple sessions to include information about law enforcement’s roles in protecting the community and crime prevention strategies for community members to utilize.

  • Law Enforcement Community Appreciation Event: An event hosted by law enforcement agencies to celebrate community members!
